CHAPTER 1 OFFICE OCCUPATIONS AND MANAGEMENT This training manual is prepared for members of both the Regular Navy and the Naval Reserve. The purpose of this manual and its nonresident training course is to help you meet the occupational qualifications for advancement to PN1 or PNC. As a PN1 or PNC, your responsibilities for leadership, supervision, and training will increase. Some of the assigned duties are listed as follows: Leading Personnelman Leading petty officer or leading chief petty officer in a personnel support detachment (PERSUPPDET) or a personnel office aboard ship Personnel officer Assistant personnel officer Division officer Assistant division officer Educational services officer Classifier Brig counselor Enlisted detailer Examination writer Training manual writer This chapter will help you understand your role as supervisor and manager of your office wherever you may be assigned. This chapter also discusses customer service, correspondence management, preparation of personal award recommendation forms, letters of appreciation and commendation, and the Source Data System (SDS). Other subjects discussed include permanent change of station transfer order (PCSTO) and standard transfer order (STO), naval messages, reports management, and pay and allowance document preparation and submission. This chapter also discusses Selective Reenlistment Bonus (SRB), disposition of obsolete records and files, enlisted and officer service records, identification cards, meal passes, leave definition, and department work coordination. ROLE OF THE SUPERVISOR AND MANAGER As leading petty officer or chief petty officer in a personnel office, you will help the personnel officer in the overall administration, supervision, and training of personnel. Some of your most notable responsibilities as shown in OPNAVINST 3120.32B include but are not limited to the following: Assist the personnel officer in preparing watch and liberty lists for division personnel. Assist in assignment of personnel to cleaning stations and supervising assigned petty officers in their cleaning duties. Assist with training and Personnel Qualification Standards (PQS) in general damage control. Perform other duties as assigned. When assigned to the position of supervisor and manager of your office, you are the expert. Your shipmates depend on you for accurate answers. If you do not know the answer, research the problem and then provide your shipmates with a response at the earliest possible time. As a PN1 or PNC, you must set the example for your workers. Good leadership is important in your office. It provides the motivating force for a coordinated effort by all your workers. You must encourage, inspire, teach, stimulate, and motivate all junior PNs to perform their assignments to the best of their abilities. Emphasize to your workers that the quality of the product starts with them. Training your personnel must be one of your primary concerns wherever you are. The quality of the work performed by your personnel reflects on you and eventually on your command. To be effective, make sure you establish a weekly training schedule and continuously train your personnel. You must also stress professionalism and provide constructive criticism to assist your personnel to grow as PNs.
